In this picture I see Thomas Nast Anti-Tweed and his cohorts and they are in basically forming a ring. It seems that every person is blaming the next person right next to them to answer the question "Who stole the people's money?" In the ring the four men in more of a dark color starting from left it is Tweed, Sweeny, Connolly, and Hall. The illustrator feels confusiong about Tammany Hall. This is becuase he feels no man is worthy to say who stole the money himself instead they blame it on the person right next to them.
