In this picture there are many men standing in a circle pointing. IN the bottom of the picture it says "who stole the peoples money?" and " 'Twas Him". So i am assuming that the men are pointing to the man next to them just to put the blame on someone else. The men that are in the ring seem to be business owners due to the fact that there are business names written on the backs of each man. The illustrator does not think fondly of Tammany hall because the cartoon shows the men as bad people since it says who stole the peoples money and none of the men will take the blame so instead they just pass it on to the next man.
