The picture portrays the people involved in Tammany hall machine. They are being asked about who really stole Peoples money. All they are doing is to point the finger to the next guy. It's like they are blaming their colleagues for the wrong doing that they all were involved in. Tweed and his cohorts are positioned appropriately in a ring (circle), with each member denying blame by pointing an incriminating finger at the next man. The four leaders, according to Nast, are in front (left-right): Tweed, Sweeny, Connolly, and Hall. I as the viewer after looking at this cartoon can feel the corruption happening in the Tammany hall. There's a reason behind why there are no machines operating in today's world. this cartoon portrays the most important one, that once everything starts to crumble there's no one to blame but everyone.
