This picture shows a group of men standing in a circle pointing at each other. The caption reads "Who stole the people's money?", and the men are accusing each other and pushing the blame away from themselves. The circle consists of different business owners and citizens that make up the Tammany Hall political machine, such as Carnegie, Tweed, and other owners of large companies. Each took money from citizens in order to profit from it. The artist's stance on Tammany Hall is a disapproving one. He/she seems to disapprove of the fact that the political machine took kickbacks and received money in return for favors and other things. They don't like how the political machine doesn't take responsibility for their actions, and instead look to blame others for what's going wrong.
