In the picture, I see a bunch of men in a circle, and the words 'Tammany Ring' on the floor. It also says 'Who stole the people's money?' and then, 'Twas him' at the bottom. The men in the ring make up the political machine, Tammany Hall. The men who are drawn larger are the more important people in the machine, and the smaller people are not as important. Each man is pointing at the one next to them to escape the blame for stealing the money. The illustrator feels that Tammany Hall is corrupt and that they get away with stealing the people's money without fault. They think that the political machine has too much power and that they aren't doing good things for the people and therefore should be put out of power.
