This cartoon is symbolizing Tamanny Hall and the political machine. In this cartoon, there is a picture of a circle of the political machine and Tweed is front and center. The people in the ring are all of the members of the monopoly that owned a majority of the businesses during the industrial revolution. Tweed,Carnegie and other business owners from that time. They are portraying how all of them are connected and by pointing to one another they are showing that everyone tried to blame one another. The illustrator feels that Tammany Hall is a constant circle of each other blaming one another and thinks that nothing was ever owned up on or anything. This illustrator portrays Tammany Hall in a negative light.
