In the picture is a bunch of different people standing in a circle playing the blame game. Each person in the circle represents a different company, such as a gas pipe company, a carpenter, a black smith and many more. It also represents the people involved in the Tammany Hall escapade of 1789. Those were the people Tweed gave political power to.
It is safe to say the illustrator was not the biggest fan of Tweed and Tammany Hall. The way he depicts tweed makes him look morbidly obese and very sleazy. Also the way he depicts everyone pointing at each other clearly shows that when some kind of problem arose inside the circle no one took blame. This is what eventually led to their downfall, but was also ingenious because when an outsider had a problem they would just keep sending them around and get nothing done.
