In this picture I see men standing in a circle. These men are representing Tammany Hall, a political machine in the late 1800's. In the picture each man has writing on their backs which seems to be names of different companies. The caption of the political cartoon is a question saying "Who stole the peoples money?" Each member of Tammany Hall is answering the question by pointing to the man next to him. This is showing how Tammany Hall is corrupt and how nothing ever gets answered. Each member is just sending questions and problems on to the next one. The members are standing in a circle because it symbolizes how this process is a never ending cycle and there is no answer to the questions.
Based on the political cartoon the illustrator does not like Tammany Hall and thinks that they are corrupt.
