The people in this picture represent their disapproval of William Tweed and The Machine. The ring is composed of people pointing to each other when asked the question, “Who stole the money?” The illustrator definitely does not view Tammany Hall to be beneficial to the United States. This means that the illustrator feels very strongly about ending corruption, as The Machine was nothing more than a scam. Therefore, the illustrator does not approve of Tammany Hall and has a very strong dislike towards it.
