In the picture, there is a group of angry people surrounding themselves and accusing one another for using the people’s money. Inside the ring are 15 businessmen who represent the government. The illustrator feels upset that the businessmen are having the people pay more money for services than they should, giving the businessmen the money for themselves and not for others.

In this political cartoon, it is obvious that the circle of people represent the workers of Tammany Hall. These workers are blaming each other for taking their suporters moneyon themselves instead of using it for what it was meant for. As they all blame the person on their right, the blame ironically falls back onto each one of them, ironically showing that they are all to blame.

In the picture, we see a circle of people pointing at the person next to him and accusing him of stealing the other's money. The men in the ring are business men are blaming each other for stealing each other's money for personal gain. The illustrator feels that Tammany Hall caused businesses to constantly place blame on others while they secretly fulfilled their selfish desires.
