1) The lions stand for powerful companies in 1904. Roosevelt is being represented as the lion tamer and the lions or the companies do not agree with Roosevelt.
2) The lions are coming out of the door labeled as "Wall St." because they are representing actual CEO's of companies and businesses that are a part of Wall Street.
3) I think the cartoonist agrees with trustbusting. He shows Roosevelt being strong and doing what he thinks is right for the public. The cartoon shows Roosevelt trying to control the lions or the CEO's because they are treating the public unfairly.
