1) The lions in the cartoon symbolize the "great and powerful companies in 1904" like Standard Oil. 2) The lions are coming out of Wall Street because they have no other competition and they are trying to prevent Roosevelt from using the Sherman Antitrust Act. For example, Roosevelt noticed that Northern Securities Companies had no competition and were raising the prices on western railroads. Companies began on Wall Street and had no competition and attempted to cheat their profits. 3) The cartoonist thinks of trustbusting as a cold and violent approach to companies. Evidence of the whip to "tame" the lions shows that Roosevelt will use all of his power to inhibit the companies and their trusts and ruin the common people's future. He has the authority as President to carry out the laws and his force shown is scurrilous.
